Problems with CPU speed on first time build

Well I just built my first system and things have gone smoothy up untill now. I opened up CPU-Z and I noticed some things that don't seem right. My system consists of a C2D 6600, Corsair DDR2 8500 (PC2-1066), Gigabyte GA-P35-DS3R with an AC Freezer Pro 7 heatsink fan.

I believe Im running the most current BIOS version. I also have not touched anything really in the BIOS. Its pretty much all on "AUTO".

In CPU-Z it says my cores are running at 1.86 GHz??? My RAM running at PC2-6400???

Could someone please take a guess at whats my problem? These might be newbie issues, I dont know really, but thats what I am, so please help lol

If you have Speedstep enabled, this is correct reading. If you run Hot CPU2 or the Prime cpu test progran it will speed up to the correct speed. This saves power and reduces temps.
