Problems with FPS

Hello Community,
I am having problems with my FPS on games such as GTA V, H1Z1 and ARMA 3. I Get around 15~30 FPS which isnt right. I tested to see if my settings were too high by going on GTA V story mode and turned all my graphic settings down to the lowest except for my resolution which stayed at 1920x1080 but it stayed at 15~30 FPS.
Please can someone help me with this problem.

My PC Specs:
ASUS Z170-K Motherboard
Intel i5-6600
GTX 1060 6gb
8gb DDR4 Ram
750 Watt Power Supply

Can you provide your CPU and GPU usage ? also what are your temps? Is this sthe first GPU in this build? Has it ever been more than 30-40fps in the past?

It is the second GPU in the build, I had a GTX 960 but I did clear the previous drivers and installed the lasted ones for the 1060, the usage for the GPU is around 50% where as the the CPU is around 90%! the temps are fine aswell both GPU and CPU are at around 50 degrees C

Well that's a bottleneck. Download and install DDU and re-install the 1060 drivers. Also, did you try and overclock the CPU? Go into the BIOS and reset it to the default settings.

I have already re-installed the drivers, the old GTX 960 drivers were deleted using DDU and i then installed the new drivers for the GTX 1060. Also my CPU can not be overclocked so i have never tried to overclock it.

3600Mhz, I had to use CPU-Z becuase im on windows 7
