Problems with gigabyte motherboard / new PC

Hi, this is my first post here. Im building my first PC, this is the setup:
Gigabyte Z97X-gaming 5
Nvidia GTX 970
Intel core I7-4790K
HyperX memory *2x8 gig

The problem is whenever i turn it on, thte motherboard lights up, then five seconds later turns off, then a few seconds later, back on. it then just repeats that cycle over and over. i haven't been able to get to the BIOS because it doesnt even get into the boot process so the display doesn't even recognize it. also, please note that i am 16, so please try to describe it in terms i would understand.

What model of DRAM? single sticks or a 2 stick package? Try booting to the BIOS with a single stick, what slots do you have the sticks in? What CPU cooler are you using?

my memory is: (two of em)
HyperX FURY 16GB (2 x 8GB) 240-Pin DDR3 SDRAM DDR3 1866 Desktop Memory Model HX318C10FBK2/16
And I have tried booting with one stick, but to no avail. the sticker were in slot 2&4
also my cooler is a:
CORSAIR Hydro Series H60 (CW-9060007-WW) High Performance Water / Liquid CPU Cooler. 120mm
