Question Problems with Gigabyte RTX 2080 Gaming OC White

I'm relatively new to pc building. Built this rig in february with a hand-me-down-gpu until I could afford to upgrade. Just bought a Gigabyte Geforce RTX 2080 Gaming OC White 8G. I've been lurking on the forums here whenever I had problems and always found answers so I figured I'd ask around.

Build:
i5 9600K
Gigabyte Aorus Ultra z390 Mobo
Corsair Vengeance LPX 16gb
Boot Drive is Crucial Mx250GB M.2-2280
Also Samsung Evo 500 + WD 1TB
Gigabyte GeForce RTX 2080 8 GB GAMING OC WHITE Video Card
Corsair RMx White 850 W 80+ Gold Certified Fully Modular ATX Power Supply

Everything works fine until attempting to game or stress test. Then I either get a LOT of pink artifacts or a freeze/crash.

System was running fine before I put the new GPU in, nothing else has changed. I reseated everything and checked cables, used DDU to uninstall video drivers in safe mode, reinstalled fresh (both studio and game ready) and still am encountering the same situation.
