Problems with horizontal lines

Hey there. So, recently I've started experiencing this problem on my CRT SyncMaster 793df. Horizontal lines look like coming out of letters, windows, and they are there while i scroll or move windows. they are like, following the sentences and going out of them. it looks like this

i've tried plugging cable in and out, checking if there is some problem with wires, i've tried chaning resolution/refresh rate, seems nothing helps. What to do?

I sometimes get these, what I do is turn my TV on and off again.

But my TV has a setting to Adjust the screen to the pc's.
You could maybe try resetting your tv/monitor to default settings?

I don't have a TV in my room, and I've just tried putting settings on default on my monitor, didn't help at all, they are still there.
