problems with my dl speed

hey so I have had charter for awhile now and I pay for 50 mb/s. but the best dl speed I can get on steam is 8.88 mb/s yet i just bought elder scrolls online and while that was updating i was getting anywhere between 30 - 70 mb/s. so my question is whats causing this and why is steam going so much slower then what i am paying for. i have friends in my area who have the same complaint about steams dl rates.

70Mb/s is 8.8MB/s. Are you sure you're not mixing up bits and bytes?
