ProblemS with my intel HD graphics card

hi there , i am wondering if anybody could help me
1st of all , i have toshiba satellite L655-1EJ here are the pics of the specs of the laptop : http://postimg.org/image/o22c3eoup/ http://postimg.org/image/s6m1mxtaz/ , but what makes me really sick is the very bad performance of the laptop , i play DOTA 2 and it runs with 15 fps with the lowest settings available and when i get to check my GPU memory I see these results : http://postimg.org/image/w88i4cfyf/ (64 mbs !!!!) , i have been trying alot to find a way to change that number but i couldnt figure out anything , not to mention that the orginal OS of the laptop is windows 7 home premium but i installed w8.1 on it and by the way when i used to play this game like 6 months ago on the orginal OS the device used to heat up but provide an acceptable performance but now it doesnt heat up at all and i think that its not providing its best , any solutions ??? and will upgrading the ram help at anything?

It might help, but not very much. Enter your bios settings when you turn your laptop on and search for the setting in there - some laptops don't allow you to change the amount of dedicated memory and yours might be one of those.
