Problems with my R9 380

I'm having some head scratching issues with my XFX R9 380, any suggestions would be appreciated. I installed the card in my newly built pc and I couldn't do much, it allowed me to enter Bios but the screen would only be revealed if I moved my mouse. I then tried my gtc 960, and that worked perfectly fine and so I contacted the gpu supplier and asked for a refund. However, I then updated to Windows 10 from Windows 8.1 and the R9 380 began to work, only problem is it only works if I turn on my pc after turning off the plug. I cant just restart the pc, it has to be a complete power down. I'm rather confused, thanks in advance.

That's not that good. Corsair don't make very good power supplies, excluding the enthusiast grade HX and AX series. I assume you have a VS650 or RM650?

Have you tried resetting your BIOS settings? There should be an F-key to reset it to the default.

650 watt, I can't tell you all the specs right now as I'm out but I'm confident that they're all compatible
 


Is that a bottom of the barrel ebay power supply? Im not worried about compatibility im worried about power delivery.
 


No its a corsair 650watt modular psu so the power shouldn't be an issue I don't think
