Question Problems with PC turning on and off

Last week I came home to find my tower unit wouldn't turn on, the surge light was on the plug adapter I have Googled over and over, and gone through the list of problems that may cause it. I have replaces the PSU, CPU and the motherboard and just replaced the Ram card, the PSU unit doesn't have switch for voltage but is completely for 240v. I'm now at a lose, as the PC boots up Then turns off and on, and displays nothing on the monitors. If anyone can help please. Thanks
I have a rog strix 8360-f motherboard, corsair vs650 PSU and i5 PCU.

The VS PSU is new, or old?

The PSU is brand new, along with the motherboard, CPU and the Ram Card

If starting the board with only CPU and CPU cooler installed, same ON and OFF?

Booting the PC up with the Cpu and Cpu fan doesn't turn off, but the memory error light shows up. So putting ram back in it started doing it again.

What RAM model using? Are you correctly inserting it all the way in? And what i5 CPU?

ddr4 8gb 2400mhz corsair vengeance lpx. The ram is fully in and is the correct on for my motherboard
