Problems with starting pc

Hello.

My friends computer turned off unexpectedly yesterday. After that he tried to start it but everything started normally except that there was "no signal" on monitor. Today he noticed that the cpu cooler started for few seconds and then turned off. What could be the problem? First we thought about that his gpu´s have burned but he´s going to take them to be tested. And in mobo there are only green VGA light showing nothing else. We thought also about that PSU would have got broken due to many blackouts.

PSU: Thermaltake Smart 730w
CPU:FX-8350
GPU: GTX560TI SLI
MB:Gigabyte ga-990xa-ud3

So he should test it with another PSU? And if that doesnt help then should look into other things?
 
testing it with another PSU (maybe yours) is a good way to find out if the PSU is the source of the problem or not. If it works with another PSU, then the PSU is the problem, if it doesn't, the PSU could still be the problem, but we know it's not the only one at least, and then it's likely the motherboard.
it depends on whether or not other motherboard things function like the hard drives spinning up and fans turning on.
