Problems with upgrading to Windows 8.1 - Please HELP!

Whenever I open Skyrim, this thing pops up:
Please let me know what is causing this problem. I've tried Googling this and I'm not really sure where the problem is coming from. All drivers are up to date!

Make sure Windows is updated as well as DirectX.
In steam, verify integrity of game cache.
