Problems with very low fps in LoL

I'm running an XFX 7870 HD in my setup with an intel i5 4670k and windows 8. I have heard that League of Legends (LoL) is an easy game to run at maximum settings, so my setup should crush it. But i find that even on medium settings in game my fps drops below 10 in team fights and graphics heavy spots...what gives? Anyone have any advice on things i can check or change to make sure that everything is running correctly? Is it possible that I got a bum card? I have played Bioshock Infinite at high settings fine, and FarCry3 on high but playing SimCity (the newest) crashes my comp regularly. So help me please!

There is a frame cap and a refresh rate setting in the video settings for League. If you don't have those set correctly then it runs really poorly.

"team fights and graphics heavy spots"

Games like LOL and WOW are poorly designed for Group fights and location crowded with people. Evend the best possible Rig will not do much in these situations.

SimCity crashes? check for any know issues with drivers.
