Question Problems with Windows Explorer

When I first start my computer, explorer.exe is nonfunctional (screen is black with no desktop icons or anything). This has happened before and is normally just fixed by restarting explorer.exe from task manager, but now when I try that the desktop icons briefly pop up and then the screen goes black again. I also tried ending the explorer task and re-running it with the same result. Usually if I restart explorer several times and then wait a minute it will eventually load in properly, but it's very annoying.

Also, I'm not sure if it's related, but the Windows search bar is practically non-functional as it will never actually load any results when I type something in. For that I tried rebuilding the search index and ending/re-running explorer.exe, only to run into the same issue where explorer wouldn't load.
