Problems with Windows XP booting

So, let me explain this. I had Windows XP previously installed on this computer (Which I rarely use, mosly by little brother) and didn't have this problem.
So here's what's happening. After formatting my PC and both my HDD's for that matter yesterday, After I boot on my PC, before the Windows XP logo during booting I get a black screen with white dotted vertical lines at the bottom like so "| | | | | | | | |".

My problem with them, is that the PC boots slowly. It hangs at that part for about 5 minutes or more, and after 10 - 15 lines are loaded it continues to boot on normally. I did in fact get these lines in the past, but it would take 5 seconds to get past them.

I had to format my PC due to system files getting corrupted often, and my guess is that this may be a faulty HDD. Any suggestions?
 
Frequently corrupted files on a hard drive can indeed be a sign of drive deterioration. Test it with DOS diagnostic software which loads from a bootable CD. Most hard drive manufacturer's have their own version of this type of software. The links are here: http://www.tacktech.com/display.cfm?ttid=287

Use ImgBurn to create the CD from the ISO CD image, then boot your PC from that CD to run the drive test:

I tested both of my hard drives, and it turns out the main one (The larger one and the one in which Windows was installed) works perfectly, while on the other hand the second HDD had some errors. I tried taking out the second HDD, and booted again - with no luck. White lines are still there.

I read in some forum thread, the cause may be double hardware profiles. What's a hardware profile and how do I check if I have a double one?

PS: Does the same with Safe Mode.
 
Hardware profiles have to be created by you before they can be a problem... so that cause is unlikely if you don't know even what they are.

The white lines represent the OS loading and that taking time is caused by either bad HDD or insufficient/bad RAM, bad PSU, in IDE dives using 40 strand IDE cables or old & damaged 40-80 strand cables.
