Start here, post in the Systems forum:

Due to the current GPU issues, your budget may be a bit shy.

Look for a cpu/gpu balance.
At one time,a good balance was to budget 2x the cost of the cpu for the gpu. That is harder to do these days with inflated graphics prices.

I might guess that a I5-11400 and a GTX1600 class gpu would be reasonable.
Here is a review of the 11400:

Since almost all GPUs worth buying are over $400 right now, your best reasonable option under $500 is to give up on the GPU for now and get either a Ryzen 5600G or i5-11400-12500 and use the IGP for the time being. You will still end up busting $500 by the time you add a case, PSU, SSD, keyboard, mouse, monitor, etc.

The next best option is to wait it out and see what all of the new entry-level GPUs cost by the time they reach street market, though I have low expectations of prices being remotely reasonable.
