Processor making itself slower after sleep mode.

I have a intel 4460 and when I put it to sleep it clocks in at 3.17 instead of its normal 3.36. So I dont know if thats normal or not. Also when I start up games it goes down to 3.17 too. I have a MSI Z97 PC Mate LGA 1150 motherboard.

Check your power settings (advanced settings) for your power plan, ideally set to High Performance.
