Processor not holding the base clock speed when the Integrated GPU is used to max

I saw this video https://www.youtube.com/watch?v=BVrgCjgI2UE to buy a laptop , the laptop has 8GB RAM and a intel core i3 7100U with a base clock frequency of 2.4GHz but when the iGPU is used or the CPU is pushed to it's limits then the base clock stays only at 1.7 GHz rather than 2.4GHz. Therefore my question is, does the CPU base clock decreases when the iGPU is used?

Click the ? next to where it says Processor Base Frequency, 2.4Ghz is only guaranteed as long as it stays within TDP using the GPU of course uses up a good chunk of power,if the TDP is forced to remain at 15w (laptop manufacturers decision but maybe there is a setting in your bios as well) the power to feed the GPU is taken from the power the CPU needs to remain at 2.4.

2.4Ghz is the base clock speed and this seems to happen only when the i GPU is used a lot, does it indicate thermal throttling?

Sorry, slightly misread the question. Sounds like some sort of protective process, however, it may simply mean that the CPU is dropping to 1.7 as this is all that is required and is adapting to the use of the GPU to cover the load.

Base clock speeds is for 1 core, not all cores. As more cores are used to capacity, the cpu will lower clock speeds to prevent thermal overload. The igpu is integrated into the cpu, so the higher the igpu usage, the more heat the cpu generates, the more likely the cpu will see thermal throttling.

So how to check the guaranteed speeds on all cores, till now i assumed that base clock is for all cores . Does desktop processors exhibit the same behavior or only laptop processors have this ?
