Processor speed definition

I have core i5-660 processor at 3.33GHz but when open bios it shows my processor speed is 1.20GHz...Plz help me understand it....

It steps down the frequency when the CPU isn't doing anything to save power. If you looked at the frequency while you were running a stress test it would be higher.
