[SOLVED] Processor stuck @ minimal multiplier

Hi,

After normal boot my 3770k intel processor will not go faster then 1.58 Ghz , mutliplier x16.

In Safe Mode however, it reaches its stock speed of 3.49 Ghz.

I have tried driver updates, BIOS reflash , CMOS reset , battery replacement.

With power management , setting everything to high performance ( also in advanced settings ).

I have used all kinds of monitor programs, they find nothing wrong.

I have Passed several "stresstests" , all at minimal speed , 1.58 Ghz.

There is no software / game that will get it higher then 16x.

There are people suggest a Cortana bug.

I have a Dutch windows, which means I have no Cortana.

Desktop specs:

BIOS 1.90

intel 3770k

Asrock B75 Pro3

AMD HD7990

16 GB DDR3 CL9 Corsair

Have you tried resetting your bios?

You probably overlooked i wrote , CMOS reset and battery replacement, thanks tho for the quick response

Update:
Unfortunally a bent pin in my DVI-D cable probably murdered my HD 7970.
Using on-board video
Fresh windows 10 x64 install.
x16 1.58 Ghz normal boot.
x35 3.49Ghz in safe mode

Seemingly this "Intel Management Engine driver ver:11.0.0.1156" was causing it.
