If I add 256 GB SSD and an extra 8 GB ram, can it bridge the gap between ryzen 5 3350H processor and Intel's i7 8th gen 8350H?

Simple answer: no.

Adding RAM and fast storage doesn't help with the amount of work a CPU can do.

EDIT: more correctly, additional RAM and fast storage does not change the theoretical maximum amount of work a CPU is capable of.
