I'm wondering if i can install windows 10 using Microsofts "media creation tool" on my new build and then buy a key to activate it from the store without redownloading windows or buying a physical disk.

You can buy windows 10 as a downloadable copy and just use the licence you get with that to activate the install afterwards if you so desire. You get 30 days to activate win 10.

IN other words, yes, you can do what you suggested. Provided the licence matches the version you install - so don't install Pro and then buy home.
