Product key install to new system

I was looking to purchase a product key for windows 8 from a online retailer, how would I go about installing it into a new build with no current operating system? Could I put onto a disk or flash drive?

If wherever you buy it from does not also include either a disk or somewhere to download the ISO....they may not be a legit seller.

It's the retailers job to provide with those details.
