"Program" folder in C drive keeps reappearing

I did a factory restore on my Windows 7 64 bit computer about 3 weeks ago. I have everything back up and running, but I have this folder in my C drive named Program that I delete, and it comes back, with NOTHING inside of it. It's always empty. I scanned it with Malwarebytes, nothing found, no virus. How do I get rid of this? At one time, it even started making new "Program" folders along with the first one which would be "Program (2)". Annoying!

it could be an errant program remnant still in the registry that didn't get cleaned up when the pgm was removed/uninstalled. The Windows Restore could have caused it to 'come back to life'. Run CCleaner and have it do the Clean and Registry Portions both. You may have to run it more than once if your system is full of junk files and registry errors. https://www.piriform.com/ccleaner

Another possibility is a virus or malware issue. Run a FULL scan with your virus pgm AFTER getting the latest virus signatures for it.

I have the exact same issue. its back in 2020.
