Program keeps opening and closing

So for some reason, this program keeps opening for about half a second and then closing itself. Its super annoying because it minimises and games i'm playing. I've gone into the startup section of task manager and disabled everything but it keeps popping up.

is it a program or just something that appears and disappears on screen??
