[SOLVED] Program that can trim .MKV file?

I have an .mkv file with aac audio and mpeg video. I would like to delete out a scene that is about 10 seconds long. Is there a program I can use to do this? It has to be free, not require internet, not leave any watermarks and not degrade quality.

Basically, something like Virtual Dub, but works with my file.

Avidemux is great, but the only way to do what you ask for is to cut on key frames and those will most probably not line up with the 10 sec part you want to cut out.
If the cuts are not on key frames you will have to recode at least that segment ( you can cut out on the nearest key frames and only work on that part) and there will always be at least some degradation.
