Program to limit max fps when gaming?

**update**

the riva tuner statistic program is working amazingly. by capping the fps around 40 it is allowing me to run these type of games cooler with less usage even after turning settings higher. just played blackguards a few hours w/ temps and usage never passing 58c and 45%. Earlier it was in mid - low 60's and 70-77%.
 
Solution
I run 2x7950's and when playig some indie games the fps is rediculous so I do like to limit the cards for no ther reason than for them to be silent.

I run MSI afterburner for overclocking and in the additional utility that is installed with afterburner you can limit the fps there. also since I have a 60hz monitor there is no need to ever go over 60 fps.

the utility is called riva tuner statistics server

this doesnt matter at all. Just get ur settings into medium and lower ur resolution if possible. Also if a game doesnt require that kind gpu load it means that gpu will only work 70% (example) that means it will run cooler anyways.

sometimes it seems like indie games or really old games do not have this feature.

but yes if they game does have this feature it is the easiest implementation. It will have to be set in every game tho.

My computer runs to 47" tv and lowering below 1080p looks bad. The card seems to run around the same heat and % whether the settings are on medium / low or ultra with all filtering options maxed. When I play divinity original sin which is much more graphic intense than xcom or blackguards there is a fps limit option in the game. I set this to around 36-40 with settings on high, vsync / filtering on and it runs much cooler than lower quality games running on lower settings. Runs in mid 50's on divinity with frame cap and high 60's on blackguards with low settings w/ no cap. It almost seems like when there is not a cap even if the settings are lower the card just tries to push more fps out which ends up using more of it.
 


in the CCC (he does have an r9 gpu) he can force vsync in every title.

tv is 120hz. I see some games which give a 1/2 option with vsync but even 60 is far beyond what is needed.

Just installed this and it's working, but I keep getting a fast flashing white line about going from top to bottom of the screen. When I adjust the fps counter to different areas the flashing stays in the same spot. It's only on the far left covers about 5% of the screen and flashes really fast.

Had to turn application detection level down. working great, thanks.
