Programs and Games Constantly Not Responding

When running applications on my PC, programs switch between being responsive and non-responsive (mainly games and game clients but things like google chrome are affected too). This mainly happens when alt-tabbing but also when the program is just running on its own sometimes. When switching, the programs becomes unresponsive, but I can still hear the program (if it's a game) running and can switch back to it using task manager. I don't believe that this is an issue with my CPU over heating because when running Msi gaming app it says I stay around 35-40 degrees C. I have searched for answers and have been completely stumped. I updated all my drivers and reinstalled them, checked the resolution ratio if it was correct, checked my drives for errors, reinstalled the game itself and no solution. If anyone could help me it that would be so great.

CPU: Intel core i5 4690k
Ram: Corsair Vengeance Pro 8GB DDR3 1600MHz
GPU:Msi GeForce GTX 960 4G
CPU Cooler: Corsair H105
PSU: CX600 600W
Also I am running a HDD and SDD

unistall your flash, then reinstall it using I explorer and for Iexplorer .... and revert
