Programs are slow

Hi I have just built my first gaming PC and it's top of the line with

- GeForce GTX 1060 graphics card
- Gigabyte GA-H110M-A
- 1TB Western Digital HHD
- 250gigs Samsung SSD
- i7-7700k Intel CPU
- (2x8) g.skill RIPJAW 5 Ram
- EVGA 650w power supply

I have windows 10 installed and my drivers are up to date and everything was running smooth until I tried to boot up any games from my steam library, it would take like a full minute just for the tab/window to come up so I can game. Once I'm in the game everything runs fine, except for Gta 5 for some reason the game keeps crashing on me and it keeps asking if I want to open it in safe mode(which lowers the graphics) I don't understand because on my last PC(Alienware X51) it ran Gta 5 fine. I guess what I asking is what I need to do to make my windows open faster and how I can boot up Gta 5. I have 200 out of the 250 gigs filled up on my SSD and this stores Gta and battlefield would that be the problem?

What?

That shouldn't work. Even if it does that's a really horrible combination.

Did you reuse the motherboard from another PC?
Did you update the BIOS first?
If you haven't update them to the latest versions. (it shouldn't really be running at all if you haven't)

Did you redownload and reinstall the games?

 

Everything runs fine, and everything is updated. If I was ever to upgrade my motherboard what should I look at?
