Programs being blocked from internet!!

I have a (x64) laptop, bitdefender, and I turned off windows defender. YES for the last time I added an exception for both firewalls and then disabled defender. I really hate this cuz its annoying.. i also tried resetting winsocket... same results

not internet explorer but stuff like... i tried to download flock... and firefox.... but safari works... and google chrome, etc.

nevermind but its flock i want to use.. i added exceptions, winsocket, checked host, blah blah blah.
