Programs don't Close All The Way

This has been happening a lot.

I open a program. I close the program (so I think). Program actually runs until the specific process is ended in task manager.

EXAMPLE: I bought and installed Black Ops 2, and it came with World at War. I opened World at War to see if anything was new and closed it a few minutes later..........that was four days ago.

Today, a friend messaged me on Steam: "How's World at War?"
Told him I wasn't playing it. "Steam says you are."

I've played several other Steam games since I "closed" WaW, yet it still told everyone I was playing WaW. Opened up Task Manager.

Sure as shit. World at War, burning up 750,000Mb. It ran for four days straight without ever closing after I "closed" it.

How do I stop this from happening, and why does it happen?

Solution
Some games seem to be bugged and result in this. The Witcher 3 was doing it to me for the first few weeks after launch. World at War was left in a semi buggy state by the developers. I used to play a lot of the unofficial zombie maps on it and had a bunch of various problems.

It is really more of an annoyance than a big problem though. Just remember to end the process tree after exiting the game. If it happens with other games though send me a PM and we can look deeper into it.
