Question Programs don't start (including base programs) won't start after a few seconds or minuets of booting up.

Hi, I've been having this problem for at least a day now. (I'm on Windows 8) It started after I let my brother and sister watch some Youtube on the Chrome guest page. When I went to my room and opened my computer some programs none of the programs would start after a few seconds or one minute. What do you guys think the problem is?
