does restoring it to default solve the deleted programs folder problem aswell??

If the programs were uninstalled or deleted it wouldn't actually bring them back since that isn't a setting or added file issue that you would normally use the system restore feature for.

You can use file recovery programs but 70% of the time they won't be perfect after it's been deleted usually only some smaller files survive. In most all cases your programs will need to be reinstalled via the disks or software that was obtained via internet.
