Programs just won't open

Some programs just won't open on windows 10 and 7. I was using windows 10 and when the problem occured, I switched to windows 7 and the problem still progresses. Things like explorer.exe(so i cant change resolution, cant open uninstall center and customize visual winowds 7 settings) or any installation files. Only google chrome and teamspeak opens. I tried open by troubleshooting the apps with any possible settings - didnt help. What could possilby cause this problem?
 
Solution
Try just the programs files folder instead of the whole drive. You may have both a programs files and a programs files (x86) so do both.

1. Right click on programs files folder.
2. Click Properties.
3. Click the Security tab
4. Click the "Advanced" button.
5. Click "Change" next to Owner.
6. Type your username, click the "Check Names" button, then click OK.
7. Check "Replace owner on subcontainers and objects" under the owner's name.
8. Click OK again. If you get a message saying "Do you want to replace the directory permissions with permissions granting you full control?", click "Yes" and you're done.
9. Click the "Edit" button.
10. Click on your username from the list.
11. Check "Full control" underneath it.
12. Click OK.

Could be a virus or memory issue. I suggest you make a bootable virus thumb drive. Also run memtest86. You may have to make a bootable thumb drive for that aswell.

You could make an ultimate boot disk to test. It has clamscan and Fprot antivirus. It has a few memory test programs.

Hi, I just did the test with memtest86 and it detected 0 errors :/
 


So there is problem with permissions. I tried the second solution 2 from the link you posted, but I'm stuck when I apply the changes, meaning it won't let me change the permissions. I get tons of alerts saying, that I have no permission to apply the changes.
