Programs won't open after a forced update

I was minding my own business playing games on steam when my pc suddenly restarted on me for a mandatory Windows 10 update. It seemed like the typical update where it updates, restarts, then continues to update, but right when I logged onto my desktop I tried to open a program as an admin and gof stuck on that screen with no tab appearing. On top of that programs like steam, battlenet, and origin say thst they're loading but just stays on the little loading tab. I got one error message saying something about too many 16-bit programs running and ON TOP OF THAT I can't repair, redownload or reset anything on my hardrive anymore. I'm so lost on what I should even do at this point and I need some dire help.

Have you tried restarting PC?

On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB - its a handy boot method if nothing else

You might also get this on same PC - you can use it to copy files if need be. For instance, can copy an entire steam folder to new hdd and reuse it, unlike most game folders: http://www.howtogeek.com/howto/windows-vista/use-ubuntu-live-cd-to-backup-files-from-your-dead-windows-computer/

is it logging you in right? Does it recognise your user?

can you right click start button and choose items from list?
choose command prompt (admin)
type SFC /scannow and press enter

this scans system files and may fix this behaviour

If you want to try a reset, use ubuntu to copy anything off C you want to keep
change boot order so USB is first, hdd second
boot from installer
on screen after languages, choose repair this pc, not install.
choose reset this PC
two choices, save files & settings (files being library folders like music, documents, etc), or wipe it all and set Win 10 back to brand new
Either choice, win 10 will restart and reinstall itself and likely fix this problem.
