Project CARS 2 sucks?

Define "terrible", and what control device are you using?

You could be describing anything from algorithm filters used for keyboard control to driver assist features, or the race types.

I played PC1 on just keyboard, and although it's certainly not ideal, they spent enough time fine tuning the filters to make it feel more analog that steering on KB was much more doable than I thought it would be.

Now though they've added rally, rally cross, and ovals, which are definitely different disciplines and surfaces. I remember the only thing I really struggled with consistently in PC1 was rain. It affected traction quite a lot even with all driver assist features on, so on KB it was a real pain.
