What is your role in this: IT, managment, projectionist? Who is "they".
Are there security issues involved? Access, risk of data theft, or actual classifed documents?

Very sure that the objective is to keep visitors/ guests happy but WIFI is (as pointed out by
@kanewolf ) superior to BT.
And I am also wondering about that "guest eula". Who imposed that requirement and for what purposes? Is that document actually some sort of non-disclosure document?
Guest Wifi connectivity access and use is easily managed for the most part.
Also what is driving the objection to using an HDMI cable? I would expect that the laptop would be sitting beside the projector and only need a few feet/meters of HDMI cable. No cables thus running across the room to trip on and otherwise get in the way.
Plus, HDMI would likely provide a stabler and faster way to view laptop hosted videos and presentations.
Just my thoughts on the matter.
