Please, forgive this newbie question:

I have a spy succesfully planted in an enemy's capital. Now, how do I spread
some propaganda in another city?

Can I insert a second spy or do I relocate the one I have? In either case,
how, exactly, do I do that?

If the target civ is a democracy, the option for propoganda will not be
available. Democracies are immune to propoganda.
