Proper boot device?

I just did a clean fresh install on my system to Windows 8.1 pro. Problem is when I boot my system it goes to a black screen saying select proper boot device or insert bootable media.

My boot order is correct, my ssd is first and hdd is second. The only way to get into Windows is to go into bios disable the hdd in boot order and re-enable it then click the ssd, then save and exit, then it boots. I'm not sure what the issue could be. If I have to I will reinstall Windows 8.1 onto the hdd and wipe the ssd.
 


For some reason it propably installed the boot sector to the hdd when installing Windows. You could try fixing it by running repair from your install media when the hdd is disconnectec, or do a full reinstall while the hdd is disconnected.

It seems the windows files are on the ssd, but! if I set the hdd to boot first then the ssd in my bios it works fine. I won't bother making any changes, as long as it's actually using the ssd to boot, which it seems like it is using it. Could be wrong.
