Proper CPU Cooler for the FX-8350 with limited budget

As the title suggests, I need suggestions for the most budget friendly CPU coolers for the FX-8350.

I have this on top of my i7 4790K and it keeps it at 75C at full stress test but with general gaming it gets 63C (the throttle limit is 90C for the CPU) the 63C load temp is very good for a £15 cooler. I also replaced the coolers stock fan and put a Noctua A9 90mm on it which is much quieter.

As the title suggests, I need suggestions for the most budget friendly CPU coolers for the FX-8350.

Should it be good enough to prevent throttling at full load? Do you have a motherboard with a good VRM or one that requires a top-down style blower to cool the VRM?
