proper grounding in the province

hello expert community, I don't know much about when it comes to the electrical, here in my province we only had duplex, neutral and hot wire 220-240 volt line, I see in youtube that a neutrall and earthgrounding should be in the same wiring which is I can't understand, I just wanna put a personal grounding from garden soil to my room it means I only use the grounding for my computer and I will not put that ground wire in the circuit breaker, just only for my pc, am I doing it correctly?
