So this is mostly the list that was gone over a little while ago. Planning on hitting the sales over the next two weeks to accumulate to items. OS will be loaded free and unactivated, and then I'll decommission the old 4770 and use the key from it to activate on this build. I don't expect many oversights/errors, but another set of eyes helps.

Parameters are light gaming that taxes an i7-4770 plus general computer use. I have decided to move to a 1440P monitor when I see a good one on sale, but it's excluded for now.

Nice build ^^ I made two subtle changes is all: PSU and cpu cooler.

I've got a few options based on the relative budget and what you've already picked.

If you keep everything you have then you should not bother with 3600 memory as locked Intel CPUs cannot reach that speed (without going Gear 2 and killing performance) so get something like this instead:
Memory: G.Skill Aegis 32 GB (2 x 16 GB) DDR4-3200 CL16 Memory ($57.99 @ Newegg)

Second suggestion would be keeping things mostly as they are with these modifications:
CPU: Intel Core i5-12600K 3.7 GHz 10-Core Processor ($198.00 @ Amazon)
CPU Cooler: Thermalright Peerless Assassin 120 SE 66.17 CFM CPU Cooler ($34.90 @ Amazon)
Memory: G.Skill Ripjaws V 32 GB (2 x 16 GB) DDR4-3600 CL16 Memory ($86.99 @ Amazon)
Case Fan: ARCTIC P12 Max 84.04 CFM 120 mm Fan ($8.99 @ Amazon)
I have 3 of the Arctic P12 Max fans for intake and they are phenomenal, and doubly so given the price. The 12600K and 13400F are the same chip, except the 12600K can be overclocked, has higher clockspeeds, has an IGP if necessary and supports faster memory.

Last option is going all out and changing up a lot:

Motherboard: Gigabyte Z690 AORUS ELITE AX ATX LGA1700 Motherboard ($179.99 @ Newegg)
Memory: Corsair Vengeance 32 GB (2 x 16 GB) DDR5-6000 CL30 Memory ($105.99 @ Newegg)
Storage: Western Digital Black SN770 2 TB M.2-2280 PCIe 4.0 X4 NVME Solid State Drive ($109.99 @ Amazon)

Personally speaking I'd go with DDR5 over DDR4 every time if the price isn't too much different. It gives the CPU more bandwidth and the latency penalty is rarely seen in real world. The Z690 chipset on the motherboard suggested gives you full control over the CPU, and has more PCIe expansion available.

Could you be more specific by what you mean by "light gaming?" There are different interpretations of that phrase and they have different ideal configurations associated with them; light gaming that means occasional gaming on high-end games has a different solution than light gaming that means gaming regularly but on games with minimum system requirements.

AM5 option if you want to upgrade the cpu in the future:

Nothing reasonably modern or current is being played, as I note I’m working with a i7-4770 and a 1650, and I don’t do online multiplayer or any modern, high demand games on PC. My interpretation would be the second, minimum system requirement games in this context. I expect this system to last a while, so I’m overbuilding capacity for my current use.

A good balanced list, you can build as is.

Personally, I would spend some $25 more to buy a non F version of the 13400 processor.
It is invaluable if you should ever have graphics issues.
