Protecting devices from low voltage and power fluctuation?

Hello! Hope everyone is doing fine. Sadly the power company in my city is having issues in almost all the city, it has been like this for almost a year. I have an UPS for my PC and 2 phones went bad because of this. Power is under 110v always, most of the day it goes below 100v and some times it goes 50v. I also have some surges. Since i cant put a UPS in each plug i was wondering what i can buy for outlets where i connect phones and other devices like the TV.

  1. First question i guess my UPS is taking severe damage dealing with power fluctuation and beeping when it goes under 100v and constant clicking sounds. The question is, is my PC safe even if the UPS is having a hard time?
  2. For the outlets what i can get to i plug in phones or the TV,? Are surge protectors protecting my devices? What i can get to avoid getting more damage to my devices?

What you'd need, is AVR (Automatic Voltage Regulator), since that device can normalize the low input voltage to stable, 120V (if you're in USA) or 240V (if rest of the world).

Gasoline/diesel powered generator or solar panels + delta-conversion online UPS (it has AVR included).
Idea would be to make your own electricity, that you can safely use, outside of main electricity grid.

The UPS is a cyberpower 1500VA it has AVR.

For minor devices (TV, phone charging etc), can i get a multiplug with AVR?

I wish i had the money for a reliable power/solar system
