Prove me that a 650w psu is not enough for 2x r9-290. My arguments below.

Hi guys.

I will be getting a 2nd r9 290 for my rig and i was looking at which psu to buy.
First i went and saw here (http://www.anandtech.com/show/7481/the-amd-radeon-r9-290-review/15) that a oc'd 4960x and a r9 290 draw from the wall 380 w at load. (on crysis 3 and furmark)
If the psu is drawing 380w from the plug and it's efficiency is 92%, that means that the components are only using 350w. So any psu higher than that would be enough for such a system, right? and if a whole system needs a psu with around 350w, adding a 2nd gpu would add something like 250w (to be safe). so a 650w psu would be more than enough. What am i missing?
i will only use it for gaming with a slightly oc'd 4930k on a aio wc. besides that, just the basic.
I will appreciate any help :)

If it is taking 660w from the wall and assuming his efficiency is 90%, shouldn't a 650 be enough? getting a psu with 10% more watts than needed is not really safe?
