Question provided port is unreachable

hi , i have been using online learning platform where it says me to download an launcher . i downloaded it and run . again when i go to online platform and download the other apps it asks for the port on which the downloaded launcher is working on. i right clicked the launcher in the system tray it now doesn't show any port number , previously it was showing 5 digit number then i did paste it to online platform and hit enter then the error arrived on platform that " the port is unreachable ".
can anyone guide me through it ?

yes im running it in home using hotspot from my mobile .
i have windows 7 with 64 bits, cheched my internet options there is no any option in advance setting "enable enhance protection mode"
