Provider (Century Link) V.S. Location

I live in Mid-Missouri and use Century Link... And even when my family pays for 15-20 MegaBit/ps (best we can get in my area sadly) download speeds, I'm using ethernet and im the only one on my internet... Sometimes i get downloads as slow as 300 KiloBytes/ps... (sometimes I get 2 MBps max (ever)) I think i have narrowed it down to four factors that I think might be the cause...
1. Is it that i just seem to have a bad router (I updated recently)
2. Is it just because I live in Missouri and because of that i get bad download speeds?
3. Is it the actual download that is the problem?
4. Is it my computer?

Ha... Century Link is a bitch with customer service... I have asked them about this NUMEROUS times and they basically say i'm SOL... My brother is playing Xbox right now but i have gotten 2 MBps download speeds while h has been playing... it has been much more recently that this has been happening... The only time i EVER get download speeds around there is on steam downloads and torrents... I was just watching a 5 min 720P video and couldnt even finish it because of the lag....
