Proxy Re-routing to itself?

Hey guys, just wondering if any of yall networking experts have seen this:

So my dad is on a clients computer and were both trying to figure out why the windows store would not show the windows 8.1 upgrade (current computer is running 8.0), dad finally figures out that the proxy is rerouting itself to 127.0.0.1:3128. Why would that happen?

Because a virus has set the windows proxy server address to its own network address. Used to be a super common virus trick.
