Proxy server not responding.

my laptop (Vista operating system) is connected to my wireless router. When I check the connection is shows connected and strong signal, but I can not access the internet. I get Proxy Server not responding. It does not matter if it is Chrome, IE or Thunderbird, I get the same message. I have seen lots of post with the same issue but no real solution. If I restore the system it all works until logging off and back on, then it is the same issue all over. This is a very recent problem. Again, this is just a laptop connected to a wireless router, but access is not allowed. Can anyone offer any solutions?

It appears to me the solution was uninstalling some malware that was not being used. I did not make any changes to IE or Chrome but it is now working fine. I believe it was Malware Bytes that I uninstalled.
