Proxy setting per computer

i'm setting up a Windows 2016 thin client VM server on my current domain. i would like all person(s) connecting via remote desktop app to have the save proxy settings. Group Policy Management doesn't work. Local group policy editor doesn't work either. Does anyone have any idea on how i can do this?

What issues are you having with it? Even if they connect with remote desktop, they would be using their accounts, and the policy would apply to that logon.
