Is it okay for ps4 to make a buzzing noise at turn on and shutdown ?

How old is the console you speak of? By buzzing, does the sound seem similar to a clogged up or old fan? If so, then you would need to tear down the console and give it a good cleaning as stated in this article.

It's from 2015, buzzing noise happens at startup and shutting down, during the game the sound but theres some kind of whining or ticking.
