Question PS4 monitor lag ?

I've a base PS4 and I've hooked it up to a Samsung 27 Inch Curved Monitor. It got freesync and 4ms response rate, I know it's not usable for PS4 but I use it for my pc too so yeah. When I play games on PS, they look laggy and not smooth. Sometimes even micro stutters come up but here's the thing, I broadcasted the gameplay to youtube but it looks super smooth there and there isn't even any lag or stutter. Even the fps there looks smooth while on my monitor it doesn't. I've one setting called Response Rate with options "Standard, Faster, Fastest".
I've currently set it to fastest because when I use the other options the game kinda looks blurry but on fastest setting it looks crisp but not so smooth at the same time.
I even got the freesync setting with Standard Engine and Ultimate Engine, although it doesn't matter for PS4 but I'm just mentioning it for extra info.
 
If you record or stream at 60FPS then you could potentially record twice (or even more) the frames that the ps4 actually produces, creating an smoothness effect like many modern TVs have (motion smoothing/Soap Opera Effect )

If the monitor has refresh settings that go below 60Hz than try to reduce it for the PS4.

it's 30fps streaming but I found it weird since the stream is smooth but on my monitor the game isn't smooth. I thought it might be related to the response rate or something. And I don't have the refresh rate option in ps4
